Congress begins to admit it’s running out of time to avoid a government shutdown

Congress is running out of time to avert a government shutdown due to differences over surveillance, defense, and immigration spending. Congress must pass a spending bill before the end of the fiscal year on September 30th or else the government will be forced to close at least some of its operations and stop paying essential employees. While both sides are in agreement over funding levels, they disagree on how to allocate those funds and the White House has threatened to veto any bill that does not include additional funds for a border wall with Mexico. With time running out, Congress is scrambling to come to an agreement before the end of the month.
