What Does Gemini’s Singapore License Allow?

Gemini has secured a Major Payment Institution license from the Monetary Authority of Singapore, completing a regulatory process that began with an in-principle approval nearly two years ago.

The license was awarded to Gemini Digital Payments Singapore, the exchange’s locally incorporated entity. The MAS Financial Institutions Directory lists the company as authorized to provide digital payment token services and cross-border money transfer services.

For Gemini, the approval removes the provisional status that had applied while it completed the licensing process and gives the exchange a fully regulated operating base in one of Asia’s most closely supervised digital asset markets.

Major Payment Institution license holders can provide regulated payment services without the transaction-volume limits that apply to standard payment institutions. MAS subjects MPI firms to more extensive regulatory requirements because larger transaction volumes and customer bases create greater operational, financial and consumer risks.

The license therefore gives Gemini greater room to expand its Singapore business while keeping the company inside a regulatory framework that places stricter obligations on larger payment providers.

Why Is Singapore Important To Gemini?

Gemini has served customers in Singapore since 2020 and has increasingly treated the market as a base for its Asia strategy rather than simply another location where it offers crypto trading.

Gemini President and co-founder Cameron Winklevoss said the exchange has operated in the country for several years, while CEO Tyler Winklevoss described Singapore as a strategic hub for serving both retail and institutional customers.

The exchange currently offers spot cryptocurrency trading, digital asset custody and over-the-counter services in the country. A full MPI license gives those businesses a more durable regulatory foundation and could make Singapore more important to Gemini as it competes for institutional activity in Asia.

The approval also matters because Singapore has maintained a relatively demanding licensing regime for crypto companies. Firms offering digital payment token services must meet requirements covering areas such as governance, anti-money laundering controls, technology risk and customer protection.

That raises the value of a full license for exchanges seeking to work with banks, professional investors and corporate clients that may be less willing to deal with businesses operating under exemptions or provisional approvals.

Gemini’s MPI license does more than remove a regulatory hurdle. It gives the exchange a fully licensed base for expanding trading, custody and institutional services in Singapore at a time when regulated market access is becoming a bigger competitive advantage for crypto platforms.

How Did Gemini Move From Approval To Full Licensing?

MAS granted Gemini in-principle approval for the MPI license in October 2024, beginning a transition process that lasted almost two years before final authorization.

One of the most important steps came in April 2025, when Gemini moved Singapore customers from Gemini Trust Company to Gemini Digital Payments Singapore.

The earlier business had operated under an exemption while the exchange worked through the licensing process. Moving customers to the local entity brought the operating structure closer to the model expected under Singapore’s payment-services regime.

The final license now confirms that transition. Instead of relying on an exempt overseas entity, Gemini can provide regulated services through a Singapore company directly supervised by MAS.

That structure can matter for product development as well as compliance. Local licensing can simplify relationships with domestic financial institutions, make responsibilities to regulators clearer and reduce uncertainty over which legal entity is providing services to customers.

What Does The License Mean For Crypto Competition In Singapore?

Gemini enters its next phase in Singapore in a market where licensing has become an important dividing line between exchanges that can build long-term regulated businesses and those that face restrictions on customer access or service expansion.

The MPI framework allows Gemini to operate without the transaction ceilings imposed on smaller payment institutions, giving the company room to increase volume if demand grows.

That does not mean expansion will be unrestricted. Major payment institutions face closer supervision precisely because MAS considers their scale capable of creating greater risks. Growth therefore comes with higher compliance, capital, governance and operational expectations.

For Gemini, the trade-off is potentially valuable. A full license can make the platform more credible to institutional customers seeking regulated custody and execution, while its OTC and spot businesses give it multiple ways to build activity beyond retail trading.

The approval also gives Gemini a stronger base from which to compete with other licensed digital asset companies in Singapore for institutional liquidity, custody mandates and higher-value trading clients.

The next question is whether the regulatory milestone translates into faster customer or product growth. The license gives Gemini the ability to scale its Singapore operations, but its commercial impact will depend on whether the exchange can convert that regulatory access into greater trading activity, institutional adoption and assets held on the platform.
