Micron helps revive U.S. metal refining as China dominates supply

The screen you are reading this on very likely contains indium. It is the key ingredient in indium tin oxide, a clear conductive coating used mainly in flat-panel displays, according to the U.S. Geological Survey.

Yet the United States recovered no indium from ore in 2025 and imported every ton it used, the USGS found. China accounts for 70% of world output, which gives one government an outsized say over the metal behind American screens and servers.

That imbalance makes a quiet deal announced on Oct. 20 more important than it looks. Micron Technology Inc. (MU) will fund an expansion of Indium Corp.’s plant in Rome, N.Y., according to a press release. The goal is to restart domestic processing of critical minerals used in chipmaking.

The catch is what Micron gets back: a long-term supply agreement for the high-purity minerals the plant will produce. Neither company disclosed the amount, which comes from an up to $3 billion supply-chain plan Micron announced in July.

“Advanced memory manufacturing depends on a reliable supply of critical minerals,” Ben Tessone, Micron’s chief procurement officer, said. He added in the release that this requires working well beyond Micron’s direct suppliers.

Micron is buying priority, not just metal

I’d argue the supply agreement matters more than the plant itself. During a shortage, an investor with a long-term contract has leverage an ordinary buyer lacks. Micron is paying to stand near the front of the line.

That protection matters more now than in leaner years. Micron posted an 80.7% gross margin in fiscal 2026, according to StockAnalysis. At those margins, a line stalled by one missing material costs far more than it once did.

New York Governor Kathy Hochul said in the release that Micron’s fab complex in Clay, N.Y., is running months ahead of schedule. An early fab is only useful if its materials arrive on time.

Meanwhile, Senator Chuck Schumer (D-N.Y.) said in the release that he had promised the chip supply chain following Micron “would bring even more investment and jobs.”

Beijing’s pause on chip-metal curbs is temporary

That local story has a global clock attached. China suspended its ban on gallium, germanium, and antimony exports to the U.S. under last year’s trade truce, CNBC reported. Beijing’s commerce ministry set that pause to run until Nov. 27, 2026.

Treasury Secretary Scott Bessent said in September that the broader truce would run until Jan. 10, 2027, according to CNBC. China’s commerce ministry has not confirmed whether the metals pause also moves, so although the deadline may shift, it has not gone away.

Indium is a separate case. China put it under new export restrictions in February 2025, the USGS said. Chinese exports of unwrought indium then fell 72% from September 2024 to September 2025, the agency reported, citing Asian Metal.

That is why Indium Corp.’s catalog stands out. It sells specialty metals and compounds made with indium, gallium, and germanium, according to the release.

Micron has not said which minerals Rome will process, but the overlap with Beijing’s controlled list is hard to miss.

Refining at home still leaves a feedstock gap

However, refining sits in the middle of the supply chain, not at the start. Indium is mostly recovered from zinc ore, the USGS says, so a refinery needs steady raw feed before it can sell anything.

The release does not say where Rome’s raw material comes from. That is the detail I would watch, since a refinery running on imported feed still answers to global supply.

China supplied only 12% of U.S. indium imports from 2021 to 2024, according to the USGS, with South Korea and Japan shipping more.

Even so, U.S. indium prices climbed in 2025 as Chinese exports dropped, the USGS data show. A dominant producer sets the price for everyone, allies included.

Micron stock is pricing demand, not supply risk

For Micron stock, the deal is small. An undisclosed sum from a $3 billion budget barely registers at a company worth about $1 trillion.

The shares still trade on memory demand. The stock has climbed 343% over the past 52 weeks, according to StockAnalysis, so expectations are already high.

The 49 analysts tracked by StockAnalysis remain firmly bullish, with a consensus Strong Buy rating and an average price target of $1,561.

To me, this deal does not change Micron’s earnings outlook. It changes the downside. Investors rarely pay for insurance until the day it pays out, and that day could come fast if Beijing tightens again.

The bigger shift is in how chipmakers spend. Micron is now financing its suppliers’ suppliers, and rivals buying minerals on the open market may need to follow. If the next squeeze arrives, memory makers with refinery contracts will be better placed than those bidding for scarce metal.
