Hunter Biden has detailed the tokenomics behind LAPTOP, a memecoin scheduled to launch Wednesday on Base, with large allocations tied to community airdrops, political predictions, charity and the project’s founders.

The token will have a total supply of 1 billion. Biden said 20% will be allocated to community airdrops, with half of that amount available at the token generation event through a claim portal operated by the Phoenix Veritas Foundation. The remaining 10% can be distributed later at the foundation’s discretion.

The initial airdrop targets two groups. Wallets that suffered losses holding Donald Trump‘s TRUMP memecoin are allocated 2% of the total LAPTOP supply, while subscribers to Biden’s “Where’s Hunter?” newsletter are assigned another 8%.

A separate 30% of supply will be tied to 30 public real-world outcomes spanning politics, crypto and culture. The project’s website includes events such as whether Donald Trump is impeached during his term and whether Democrats take control of the House or Senate in 2026, with several questions linked to prediction markets.

If a specified event occurs, the associated tokens will be burned. If it does not occur, those tokens will instead be donated to charity. Biden said an additional 50 million tokens will go to charity regardless of the outcomes.

How Much Of LAPTOP Will Hunter Biden And Other Founders Hold?

The project’s disclosures allocate another 30% of the token supply to founders, including Hunter Biden. Those tokens are subject to a six-month lock-up followed by a 24-month vesting schedule.

Another 10% is reserved for liquidity, while 5% is allocated to the Phoenix Veritas Foundation treasury to fund operations.

Biden has framed the token less as a conventional investment and more as a political and cultural statement linked to the laptop controversy that followed him through the 2020 election and subsequent congressional investigations.

“They turned laptop into a weapon. I turned it into a token,” Biden wrote on X.

He also directly warned buyers not to assume that he or the project’s organizers would increase the token’s price.

“You should not expect me or anyone else to make this token more valuable for you,” Biden wrote. “LAPTOP isn’t just about owning something, it’s about saying something.”

LAPTOP’s structure combines memecoin speculation with event-driven burns, charitable distributions and a large founder allocation. Investors will need to separate those mechanics from actual market demand, particularly because 30% of supply is reserved for founders and another 30% depends on future real-world outcomes.

Why Is The Launch Already Drawing Pushback?

The project has faced criticism from crypto traders before launch, particularly over its political branding and the use of outside communities in planned distributions.

Kraken deleted a promotional post about LAPTOP after traders criticized the exchange’s association with the project. Video journalist Andrew Callaghan, known for Channel 5, also distanced himself after his audience was included in plans for token distribution.

Executives at Base, the Coinbase-built Layer 2 network where LAPTOP is expected to launch, separately stressed that the project has no formal partnership with Coinbase or Base.

Base founder Jesse Pollak said the LAPTOP team approached Base, but the network made a “conscious decision” not to participate in designing or promoting the token.

That distinction matters for traders because launching on Base provides blockchain infrastructure but does not imply endorsement from Coinbase or the Base development team.

Can Political Memecoins Sustain Demand Beyond Launch?

LAPTOP enters a market where political memecoins have already shown both their ability to attract rapid speculative inflows and the risks of sharp losses once early enthusiasm fades.

Biden has explicitly contrasted LAPTOP with TRUMP, arguing that his project will return part of its supply to users who lost money in the Trump-linked token. He also presented the burn-or-charity mechanism as a way to connect token supply with future public events rather than relying exclusively on trading activity.

Those mechanics do not remove the core risks associated with memecoins. Price performance will still depend heavily on liquidity, demand, holder concentration and whether early recipients sell their allocations after launch.

The 30% founder allocation will also remain an important factor over time. Although those tokens are locked for six months and then vest over two years, the eventual release of founder supply could become relevant to market liquidity and selling pressure.

For now, LAPTOP’s launch will test whether Biden can convert the notoriety surrounding his laptop into sustained crypto demand after an initial rollout already marked by industry pushback and public distancing from major crypto companies.
