The U.S. House Oversight Committee has expanded its investigation into possible insider trading on prediction markets, requesting records from Crypto.com, Hyperliquid and Aristotle Exchange, the company behind PredictIt.

Committee Chairman James Comer sent letters on Sept. 29 asking the companies to explain how they verify customers, monitor suspicious trading and identify activity that may involve material nonpublic or classified government information. The requests cover records dating back to January 2024 and seek responses by Oct. 13.

The inquiry extends a congressional investigation opened in May involving Kalshi and Polymarket. The committee said it has since received nearly 1,000 documents and five briefings from representatives of those two platforms.

Importantly, the new letters do not establish that Crypto.com, Hyperliquid or PredictIt engaged in insider trading. The committee is examining whether their controls can detect traders who may possess information unavailable to the wider market.

Why Is Crypto.com Facing Detailed Questions About Employees?

The Crypto.com request goes beyond general know-your-customer procedures. Comer asked for records on policies restricting employees, contractors and affiliates who learn about corporate decisions before they become public, including token listings or delistings, liquidity arrangements and custody decisions.

The committee also wants information on any instances in which employees or affiliates traded event contracts involving subjects where they had access to material nonpublic information.

Another request focuses on current or former government officials who may have traded contracts tied to crypto regulation or Crypto.com Derivatives North America’s own regulatory status. The committee also asked how the company handles information obtained by legal, compliance or government-affairs staff before regulatory decisions become public.

Crypto.com has already been investing in this area. In August, the company expanded its use of Solidus Labs’ HALO surveillance system across prediction markets and tokenized securities, with the technology designed to detect potential insider trading and manipulation.

Congress is moving beyond asking whether prediction platforms prohibit insider trading on paper. The new requests focus on identity data, surveillance tools, internal employee restrictions and how often suspicious activity is actually referred to regulators.

Why Is Hyperliquid Part Of The Investigation?

The Hyperliquid letter focuses partly on a large leveraged crypto short that the committee cited as an example of suspiciously timed activity.

According to the committee’s letter, reports described a roughly $1.1 billion leveraged short across Bitcoin and Ether that was opened about 30 hours before an October 2025 U.S. tariff announcement and closed shortly afterward for more than $150 million in profit. The committee has not established that the trader possessed advance government information.

Comer is asking Hyperliquid how it identifies account holders, applies geographic restrictions and refers potentially suspicious trades to the Department of Justice, Commodity Futures Trading Commission or other U.S. authorities.

The scrutiny arrives after Hyperliquid expanded into prediction markets tied to offchain events, adding elections, economic releases, sports and geopolitical outcomes to an ecosystem already known for crypto derivatives.

Could The Investigation Lead To New Prediction Market Rules?

PredictIt is facing a similar request for details on trades involving elections, nominations, confirmations, legislative action and other government decisions. The committee also wants information on current or former officials, employees or contractors suspected of trading contracts connected to government actions.

The broader policy question is whether existing market-surveillance rules are enough when event contracts can be directly affected by information held inside government agencies, companies or political organizations.

The CFTC has already said it has authority to pursue fraud and insider misconduct on federally regulated event-contract markets, a stance that raised compliance expectations for prediction market operators.

Comer has said the committee is assessing whether additional legislation may be necessary. Any eventual proposal could focus on restricting government officials from trading contracts linked to decisions, policies or events where their public roles may give them access to information before other market participants.

For prediction platforms, that makes surveillance increasingly central to expansion. As volumes and product categories grow, lawmakers are asking not only who can trade, but whether platforms can identify when an informational advantage crosses into prohibited conduct.
