White House Presses Senate Democrats to Accept Trump Ethics…

The White House is pressing Senate Democrats to accept a newly negotiated ethics package covering President Donald Trump and help pass the CLARITY Act during final negotiations over the United States’ cryptocurrency market structure bill.

Administration officials are portraying the agreement as a major concession by Trump, whose family’s digital-asset interests have become the central obstacle to bipartisan support. The language was negotiated with Senate Republicans, including Cynthia Lummis and Bernie Moreno, and circulated among Republicans this week.

However, the provision has not been publicly released, and Democratic senators had not reviewed the final text when the White House began urging them to support it. That has fueled skepticism among lawmakers who argue that the deal’s strength depends on who it covers, what conduct it prohibits and how violations can be enforced.

The CLARITY Act requires 60 votes to overcome Senate procedural hurdles. Republicans therefore need several Democrats, giving the minority party leverage over ethics, anti-money-laundering protections and decentralized finance.

Ethics Enforcement Remains the Central Dispute

Democratic negotiators have demanded restrictions preventing presidents, senior officials and their families from issuing, promoting or profiting from digital assets while in office. Their concerns intensified after disclosures showed that Trump and affiliated businesses generated substantial revenue from crypto ventures, including World Liberty Financial and Trump-branded tokens.

Reports indicate that the compromise would apply directly to the president and include enforcement by the Department of Justice. Critics remain concerned that relying on a department controlled by the sitting administration may not provide sufficient independence if state attorneys general are denied enforcement authority.

The White House has not disclosed whether the agreement requires divestment, blocks new token launches, restricts transactions or primarily strengthens reporting requirements. It is also unclear whether the provisions extend to the vice president, members of Congress, spouses and immediate family members.

Without those details, Democrats are unlikely to accept the administration’s characterization of the package. Progressive groups are also pressuring senators involved in negotiations, warning that weak language could legitimize conflicts rather than eliminate them.

Passage Would Reshape US Crypto Oversight

The CLARITY Act would divide authority over digital assets between the Securities and Exchange Commission and the Commodity Futures Trading Commission. The CFTC would gain primary oversight of spot markets for qualifying digital commodities, while the SEC would continue regulating assets and transactions classified as securities.

Supporters argue that the legislation would replace regulation through enforcement with clearer registration, disclosure and trading rules. Crypto companies view passage as essential for bringing activity onshore and giving institutions greater certainty.

The House approved an earlier version with bipartisan support, but the Senate must complete its text, reconcile Banking and Agriculture committee provisions and negotiate a final bill with the House.

The ethics agreement improves the bill’s prospects but does not guarantee passage. Democrats must determine whether Trump’s concessions are legally meaningful and enforceable. Failure to secure a deal before the August recess could push the CLARITY Act into a harder election-year environment.
